Designing for Impact: How the British Red Cross's Ukraine Accommodation Report Drives Policy Change

The British Red Cross report, Finding a Safe Home: Lessons from the Ukraine Accommodation Response, investigates the successes and challenges of accommodating displaced Ukrainians in the UK.

It evaluates initiatives such as the Homes for Ukraine and Family schemes, as well as devolved governments’ super sponsor programs in Scotland and Wales.

Key findings include a lack of long-term housing options, safeguarding challenges, and inconsistencies in support across schemes.

Recommendations stress the need for sustainable housing solutions, improved safeguarding, and equal integration support. The report aims to inform future refugee housing responses, highlighting innovative practices and the importance of community integration.

Designing the Report

The design process for Finding a Safe Home required close collaboration with the British Red Cross Policy Team to transform complex qualitative and quantitative research into a polished, accessible document.

The project began with consultations to establish the report’s structure, visual priorities, and alignment with British Red Cross branding. The team provided Word documents and raw data containing insights from focus groups, interviews, and case studies, which served as the foundation for the report’s narrative and design.

During the design phase, infographics, tables, and charts were created to clearly present data on accommodation models, challenges, and outcomes.

Visual elements were tailored to highlight the key findings and recommendations, ensuring readers could quickly grasp critical insights. Regular feedback loops with the Policy Team allowed for iterative improvements, including refining layouts and ensuring alignment between text and visuals.

To enhance accessibility, the report adhered to best practices for readability and inclusion. This involved clear typography, high-contrast colour schemes, and organised sections, making it approachable for a broad audience, from policymakers to the general public. By emphasising clarity and professionalism, the design supported the report’s goal of influencing housing policy for displaced people.

The collaboration resulted in a professional, engaging document that underscored the importance of sustainable housing and integration.

This project exemplifies how thoughtful design can elevate policy-focused research, ensuring its insights reach and resonate with key decision-makers.
